• Six archetypes of public-sector Open Source Program Offices (OSPOs) are identified through cross-country analysis. • OSPO archetypes link structure and responsibilities to policy goals and context. • Interviews and focus groups reveal how OSPOs enable adoption and collaboration on Open Source Software. • Findings guide Public Sector Organisations in designing OSPOs aligned with resources and maturity. • Policy recommendations show how OSPOs support digital sovereignty and innovation.
