Handheld laser scanning (HLS) technology stands at a pivotal moment in its adoption of intelligent manufacturing, constrained by fundamental compromises between scanning speed, measurement accuracy, and operational versatility. How did HLS evolve to this point, and what pathways exist to overcome these constraints? This review meticulously examines HLS development, charting its progress from marker-dependent setups to intelligent, wireless systems through the lenses of convenience, efficiency, precision, and intelligence. It demystifies the core technical principles of binocular vision, multi-line laser technology, and global positioning that underpin these systems. Moving beyond a technological survey, We delve into mainstream applications of the HLS system in automotive manufacturing, aerospace, and robot-assisted automatic measurement. Furthermore, it elucidates the system's pivotal role with robots in facilitating intelligent manufacturing processes. The review concludes by mapping the future onto three converging frontiers: heterogeneous embedded systems for balanced computing, next-generation wireless for seamless data flow, and pervasive artificial intelligence for autonomous operation and natural interaction. This synthesis aims not only to inform but also to guide the coming paradigm shift from HLS as measurement tools to cognitive partners in intelligent manufacturing.
