• A novel secure Tobit filtering framework is designed under a scheduling protocol. • The Tobit Type I model is formulated to characterize measurement censoring. • A multi-node random access protocol is incorporated to coordinate data transmission. • A Paillier encryption mechanism is integrated to ensure data confidentiality. • The uniform boundedness of the Tobit filtering algorithm is rigorously established.
