Was the United States' foreign policy during the 1990s intent on sidelining and humiliating Russia? A certain narrative has taken hold that portrays the Bill Clinton administration years as gripped by hubris and determined to exploit Russia's moment of weakness at every turn. In his new book, the historian Stephan Kieninger convincingly demonstrates that this line of reasoning is deeply flawed. By telling the story through the lens of Strobe Talbott, US deputy secretary of state and a long-time personal friend of President Clinton, Kieninger mobilizes a trove of documentary evidence, including hundreds of declassified US State Department papers. By gaining access to Talbott's personal diaries and conducting interviews with influential US power brokers, including the 42nd President of the United States himself, the book weaves a rich and nuanced narrative of the Clinton years.
