• A metamaterial foundation with rotational oscillators is used to the extremely low-frequency seismic isolation. • The effectiveness of multi-story buildings with seismic metamaterial foundations is analyzed under the plane-wave and bending-wave seismic events. • A scaled model and comparative experiments are conducted to demonstrate the seismic isolation of the metamaterial foundation. • The combined damping effect of attenuation zones and damping was analyzed.
