• A novel DW-COPR/Co3O4 solid waste catalyst was synthesized to activate PMS. • The system achieved 97.54 % tetracycline removal in 25 min. • A synergistic interaction between Fe2+ and Co2+ enhances PMS activation. • The species 1O2 makes a significant contribution to the degrading process.
