• A hydroxyl-rich ZnAl-LDH was synthesized via facile pH-tuning, enabling precise control of surface active sites. • Surface hydroxyls serve dual roles in PMS adsorption and activation, driving a synergistic radical/nonradical pathway. • DFT and experiments reveal the electron-transfer mechanism and atomic-level PMS-catalyst interaction. • The system shows practical efficacy and high eco-safety in continuous flow and multispecies toxicity tests.
