• SADRL-UBIT framework is developed to provide an effective and automated solution for optimal UBIT structures design. • It integrates Att-Bayes-ANN surrogate model and DQN-based optimization method. • Systematic numerical experiments validate the effectiveness and practicability of the proposed SADRL-UBIT framework.
