Smart safety technologies are increasingly viewed as effective tools for preventing major accidents in petrochemical clusters. This study provides a park-wide assessment of their deployment and impact in a Taiwanese chemical complex that is dominated by small and medium-sized enterprises. Using a structured questionnaire and follow-up interviews, we evaluated six government-endorsed solution groups: gas-detection analytics, abnormal-personnel recognition and localization, integrated plant-operations platforms, equipment and pipeline condition monitoring, vision-based person - vehicle - environment management, and intelligent inspection systems. Most sites have already installed at least one smart safety system, with personnel tracking and abnormal-behavior recognition being the most common. Implementation is driven mainly by persistent labor shortages, tighter regulatory expectations, and the need to modernize aging assets, whereas high capital costs and data-privacy concerns are the primary barriers. Operators report faster anomaly detection and fewer safety incidents once these technologies are embedded in existing process-safety workflows, even though platform-scale projects require the largest budgets. The findings indicate that targeted financial incentives, clear integration guidelines, and workforce up-skilling are essential for achieving sustained, park-wide improvements in industrial safety performance through smart technologies.
