• Solvent regulates the phase structure, surface properties and oxygen vacancy content of ZrO2. • Oxygen vacancy concentration affects CO hydrogenation activity of ZrO2 with different phases. • Moderate-strength acid and base sites and optimal base/acid ratio enhance isobutylene selectivity. • Gd modification increases oxygen vacancies and promotes the formation of isobutene in CO hydrogenation.
