• Heterostructed Ni/MoO2 catalyst is fabricated with graphene as the support. • The oxophilic MoO2 facilitates H2O dissociation and optimizes H adsorption. • Strong Ni-O-Mo bonds are formed on the Ni/MoO2 interface. • Efficient OH* desorption is achieved via hydroxyl spillover effect at the Ni/MoO2 interface. • Electrocatalytic and dye-sensitized photocatalytic HER performances are enhanced.
