• Disconnects exist between the view that trade can be universally beneficial and the developmental impacts of trade policy. • Trade can be beneficial to all, as it grows the overall economic pie, but the distribution of the gains is uneven.. • The challenges of adjustment fall disproportionately on vulnerable groups: women, minorities, disabled persons, the poor. • An inclusive trade policy ensures that its effects do not disadvantage any particular group. • We examine disconnects in policymaking participation and four illustrative areas: poverty, human rights, gender, disability.
