As digital transformation accelerates globally and domestically, it prompts substantial shifts in higher education, underscoring the urgent need to enhance digital literacy among college students. This study, drawing on social cognitive theory and theory of planned behaviour, surveyed 2,157 students from nine Chinese provinces to explore how the perceived digital environment influences digital literacy, considering the roles of digital usage attitudes and digital self-efficacy. Findings reveal that the perceived digital environment positively impacts digital literacy, with digital usage attitudes serving as a mediator. Digital self-efficacy moderates this mediation, enhancing the effect of digital usage attitudes on digital literacy and mitigating the impact of the perceived digital environment on digital usage attitudes. This suggests the importance of improving the digital environment, fostering positive digital usage attitudes, and considering varying degrees of digital self-efficacy to effectively enhance digital literacy among college students.
