• A stratified beta-sphere sampling method is proposed for time-variant reliability analysis. • This method works very well for rare time-variant event analysis with dynamic variables. • Importance sampling strategy is embedded to further improve the estimated robustness. • A new acquisition function (TEREI) is proposed to reduce the computational cost. • The superiorities of the developed methods are proved by extensive examples.
