• We employed a geographic information system (GIS)-based multi-criteria decision analysis. • Expert insights helped identify suitable stormwater harvesting sites using the Analytical Hierarchy Process (AHP). • Our results confirm that stormwater harvesting would substantially reduce flood risk while significantly improving water security for Palestinian populations. • Effective stormwater harvesting requires unified institutional coordination for monitoring, and data sharing. • We find that development mandates can benefit from matching water hazards with drought intervention opportunities.
