• XGBoost-SHAP shows blue, green, and grey spaces explain ∼83% of UHI variance. • A physically constrained 3D Convex Hull model quantifies mitigation boundaries. • Thermal patterns reveal phenological, radiational and thermostatic mechanisms. • Efficiency optimization yields 2.23 °C cooling but exacerbates spatial inequity. • Expanding footprint offers 1.83 °C cooling while promoting equity.
