• Sm doping upon spinel Co3O4 boosts bifunctional ORR/OER electrocatalytic activity. • Sm doping induces the lattice distortion and the formation of oxygen vacancies. • Sm doping optimizes the adsorption of oxygen-containing intermediates by ATR-SEIRAS. • A ZAB cell with Sm-modified Co3O4 cathode displays a competitive performance.
