• An oxygen-vacancy-rich WO3 catalyst was facilely prepared. • OV-WO3 achieves 89.7 % cyclic carbonate yield vs. 58.2 % for WO3. • Activation energy drops from 32.9 to 20.7 kJ·mol−1 with OV-WO3. • Synergistic acid-base mechanism activates both epoxide and CO2.
