• EU vision for public participation in aquaculture appears ambiguous and discontinuity between policies are discovered. • EU policy lacks identification of citizens’ role in aquaculture planning which could hinder meaningful participation. • Just EU aquaculture requires identification of participants and their roles; a reconsideration of citizen’s role is needed.
