Donor-funded Climate Change Adaptation (CCA) and Disaster Risk Reduction (DRR) projects in the Pacific Islands often fail to meaningfully integrate Local Knowledge (LK), despite the widespread recognition of its value for resilience. In practice, LK is often treated as supplementary to Western Scientific Knowledge (WSK), limiting its epistemological and cultural integrity within development interventions. This paper introduces the Weave Framework, a diagnostic and analytical tool designed to examine how epistemology, relational scale and donor governance shape knowledge interplay in CCA and DRR. Drawing on a critical interpretive literature review with structured thematic synthesis, the study identifies three thematic perspectives – Philosophical Foundations, Application Challenges and Methodological Considerations – across macro, meso and micro scales. The framework embeds power dynamics, project-cycle constraints and institutional logics within its structure, bridging theoretical debates on knowledge integration with the operational realities of donor-funded projects. Rather than treating integration as a technical exercise, the Weave Framework reframes knowledge interplay as a relational and systemic process. In doing so, it offers a structured lens to support more reflexive, context-sensitive and equitable adaptation practice in Pacific CCA and DRR initiatives for development practitioners.
