• Old waste pollution remains more due to procrastination and inertia than regulation • Polluter-pays principle (PPP) can be used to build a proper system for waste liability • The adoption of PPP-assessment depends on stakeholders’ willingness & inertia • Innovative post-processing system applied weighting health & nature against costs • Liability difficulties give a small explanation that old waste pollution remains
