• A modified self-emulsifying WER paired with a commercial curing agent was designed and prepared in this study. • The effect of the P/C ratio on the static and dynamic mechanical properties of cement paste was investigated. • The microstructural evolution of the cement matrix with various P/C ratios was analyzed.
