This paper investigates the problem of tracking two coupled targets with unknown states using mobile sensor networks. Most existing work focuses on single-target scenarios or uncoupled two-target tracking, and often assuming full state availability. To overcome this limitation, we propose a distributed observer that estimates the two coupled target states. Specifically, each sensor runs a two-layer algorithm that integrates distributed state estimation with consensus-based flocking control, enabling it to reconstruct the target states and track the coupled targets using only partial output information. The effectiveness of the proposed algorithm is validated through theoretical analysis and simulations.
