Increase or Decrease in Digital Inequality?

Abstract

The present article deals with the question of whether digitalisation has led to an increase or decrease in social inequalities in students' computer and media skills. We distinguish between social differences in access and usage of digital resources. Based on the distinction between differences in access and usage, various theoretical expectations regarding the development of digital inequality are outlined. The theoretical considerations are tested using the PISA data for a period of 20 years (2000-2022). The data has been synchronised and it can be seen that access to digital resources has improved over time, but that there are still origin-specific differences in access to and use of digital resources. Based on logistic regression analyses and KHB effect decompositions, we show that the correlations between the various influencing variables have also changed over time and that the social differences in self-assessed computer and media skills have increased significantly between 2003 and 2022.
