Finding the best locations for multiple parking lots to serve multiple facilities in a small geographical area is a challenging problem. This situation is encountered when employees or customers need to access various buildings on a campus such as a large business park, large factory, university campus, or other multiple building-multiple parking location scenario. More complex problem scenarios arise when additional capacity is needed but parking lots already exist in fixed locations. There are no proven analytical or heuristic techniques for this problem. As such, this research explores various heuristic methods that may provide good solutions. The paper contrasts some traditional capacity management techniques with other methods developed specifically for this research. Also, some demand management techniques are considered both as an alternative to and as an enhancement to capacity management. California State University, Northridge is used as an example to demonstrate various techniques. The university, is still rebuilding after the devastating 1994 Northridge earthquake, and is currently in the process of deciding where to locate new parking capacity. Important and difficult questions to address include how much additional capacity is needed and where it should be located.
