• Reviews 43 peer-reviewed studies (2003–2025) on the evolution of HR governance across five orientations. • Identifies four HR governance dimensions: accountability, transparency, compliance, and strategic alignment. • Develops an integrative framework linking HR governance with corporate governance and strategic HRM. • Defines HR governance as a dynamic, multi-level capability in digital and ecosystem contexts. • Sets a research agenda on cross-national variation, ESG, DEI, HR analytics, and algorithmic governance.
