• A Two-Phase Variable Barrier Function strategy is proposed for attitude tracking. • Instability of uncompensated time-varying barrier functions is theoretically proven. • A unified framework guarantees global stability under arbitrary initial conditions. • Constraints are enforced directly without complex analytical error transformations.
